Chairman Jason Chaffetz of the Committee on Oversight and Government Reform, Chairman Mark Meadows of Subcommittee on Government Operation, Chairman Cynthia Lummis of Subcommittee on the Interior, Chairman Jim Jordan of the Subcommittee on healthcare, Benefits, and Administrative Rules, and Chairman John Mica of the Subcommittee on Transportation and Public Assets issued a majority staff report on the the process that led to the signing of the Clean Water Rule in 2015. This rule increased the federal government's jurisdiction under the Clean Water Act of 1972. The rule was rushed through, "the OIRA shortened the interagency review period for the final rule despite agencies\342\200\231 complaints they would be unable to complete a proper review," and despite strong objections from the Army Corp of Engineers.
