The Subcommittee on Government Management, Information, and Technology of the House Committee on Government Reform investigated the implementation of laws related to federal financial management in executive departments, specifically the Chief Financial Officers Act of 1990 and subsequent amendments from the Government Management Reform Act of 1994 and the Federal Financial Management Improvement Act of 1996. The report indicated that there were both material deficiencies and control weaknesses in Federal financial information which impeded the government's ability to account for and report on billions of dollars of property and assets. In response, the subcommittee recommended providing incentives for implementing effective financial management, strengthening the Inspector General's ability to carry out their financial management oversight responsibilities, and establishing an Office of Management to reinforce the President's role as Chief Executive Officer of the executive branch.
