At the request of the Commissioner of Baseball, George J. Mitchell investigated allegations of a number of players in Major League Baseball using illegal substances. This report focuses on rise of substance use, and suggests recommendations that may aid to combat this issue. The report's recommendations to combat this issue are: (1) the Commissioner should create a Department of Investigations run by a senior executive to have a direct line of communication with the president of Major League Baseball, (2)improving education programs about the dangers of substance use, and (3) implement a state-of-the-art drug testing program that is an independent authority that prioritizes authority over its structure and administration.
